To make a loop, start by running one end of a straight piece of wire through a hole in the fence post. Then, open the pliers and clamp the end of the wire in the gripping jaws, twisting the pliers away from the straight piece of wire and applying as much tension as you want. Keep twisting until the wire wraps around the pliers to make a loop. Now, twist the pliers in the opposite direction, holding the loop to stop it from unwinding. Then, remove the pliers.
